Human Rights Commissioner Tatyana Moskalkova said that she was surprised by the court's decision to apply a preventive measure in the form of detention of the ex-commander of the 58th Army, Major General Ivan Popov. The former commander of the Airborne Forces, Colonel General Vladimir Shamanov, asked her a question about this.

The Ombudsman expressed her readiness to “pay attention” to the arrest of General Popov, accused of fraud. Moskalkova also noted that she discussed this topic at a meeting with State Duma deputies, and promised, if an appeal was received, to request a court decision and see what arguments the court had.

Recall that General Popov was arrested on May 17. According to investigators, he was involved in the theft in 2023 of more than 1.7 thousand tons of rolled metal products intended for equipping defensive structures on the front line.
