Sercons, a major player in the Russian and international certification market, is strengthening cooperation with the oil and gas corporation CNPC and the China Chamber of Commerce for the Import and Export of Mechanical Engineering and Electronic Products (CCCME).
The decision was made during the official visit of the company delegation to China. CNPC Corporation and Sercons have reached a preliminary agreement of intent to sign a memorandum.
According to Sercons commercial director Vera Gorbacheva, this cooperation will become the basis for further strengthening ties between Russia and China in the oil and gas sector, will contribute to the development of markets and ensure high standards of product quality and safety.
“We held three-hour negotiations with colleagues, discussing the terms of future cooperation. Sercons will become the only Russian certification body for the oil and gas sector in China. We assessed the possibilities of harmonizing standards establishing requirements and testing methods for equipment, as well as the achievability of mutual recognition of test results within the framework of international cooperation between the national accreditation bodies of Russia and China. In the future, this will reduce logistics time and, as a result, speed up the certification process,” noted Vera Gorbacheva.
Sercons plans to sign another agreement with the China Chamber of Commerce on the import and export of engineering and electronic products this fall. CCCME is one of the largest national public organizations providing services in the field of foreign trade and investment cooperation in China. The chamber has more than 14 thousand members. As Sercons reported, the parties have preliminarily agreed to provide support to Chinese enterprises creating and manufacturing products in the Russian Federation, to conduct consultations during the implementation of projects and to carry out mutual exchange of personnel.
Let us recall that Russian President Vladimir Putin spoke about his readiness to work with investors from China and develop cooperation with the PRC on May 16–17 during his first foreign visit to China after his inauguration. The head of state emphasized the intention of the two countries to “consistently deepen bilateral cooperation in the field of high technologies and innovations” and combine “scientific and research potentials.”
Sercons actively cooperates with Chinese partners, conducts tests and provides the necessary certification services. According to the company's development director Georgy Garkusha, the Sercons company has taken a strong position and helps Russian businesses integrate complex imported technological equipment on the territory of the Russian Federation and confirm compliance with the requirements of technical regulations of the Customs Union. Today this is true for equipment from China. The company has developed a standard for passport restoration, which is positively assessed by Rostechnadzor. Sercons checks and diagnoses equipment supplied from other countries for safety.
