Labor Party plans to make work from home a legal right

Labor's National Policy Forum will meet this summer to discuss policy

Labor will give people the legal right to work from home despite growing fears that low productivity in the UK is undermining the economic recovery.

A policy that sees flexible working as a default option is included in a long list of proposals being officially considered for the party's campaign manifesto, which has been leaked.

    p >

The key line reads: “From day one, make flexible work the default for all workers, except where it's not feasible.”

The position was first stated by the party in July 2021. , when Angela Rayner, Deputy Labor Leader, said it was not just about working from home, but broader flexible work rights.

Other examples included flex or 'flex', succinctly hours, staggered hours, yearly hours, and flexibility for school and other family and care responsibilities.

The approach differs markedly from that of the Conservative Party. position as successive Conservative prime ministers tried to lure people back into office in the wake of the Covid pandemic.

Encouraging work from home could complicate efforts to increase productivity in the UK, which has long lagged behind other major economies and is being considered as a critical factor in securing higher growth rates in the long term.

    Leaked policy document

The policy was one of several attractive proposals contained in a leaked 86-page “policy guide” that was circulated ahead of Labor's National Policy Forum (NPF).

Many policies in the document, whose content was obtained and published by the left-wing political website The Labor List, is not new and is in line with the party's public position.

But the inclusion in the document, which was recently circulated to interested parties in the party, confirms that they are being considered as the party's next manifesto.

Steps remain before final decisions are made, and the NPF is meeting to discuss the policy of this There will be a new debate at the Labor party conference this autumn.

The Labor leadership and the shadow cabinet will ultimately play a decisive role in deciding which policy will be included in the manifesto, in consultation with trade unions and members.

However, the document is the most complete exposition of what Sir Keir Starmer's government will pursue if he wins the next election, expected in 2024.

The Labor Party did not dispute the accuracy of the leaked document. on Friday. A number of policies are included that may not be well known to the electorate.

Thousands of additional onshore wind turbines

One line in the leaked document reads: “More than doubling the capacity of onshore wind farms, tripling solar capacity and quadrupling the capacity of offshore wind farms power plants.” capacity”.

The UK has approximately 15 GW of onshore wind power. Adding another 15 GW would require about 3,700 new turbines, industry organization RenewableUK told The Telegraph last year. for years under the Conservatives.

Permission to build more wind turbines in England, as well as elsewhere in the UK, will be welcomed by climate change activists who see it as rapidly available renewable energy.

But in the past, such projects have often been opposed by locals given their impact on the area's natural beauty, meaning that a political approach is bound to spark debate.

“Commit to stop issuing new oil and gas production licenses while sustainably managing existing oil and gas wells in the coming decades,” one of the proposed rules reads.

A Labor source clarified The Telegraph's position. Labor will oppose licenses for new oil and gas drilling, but not necessarily new licenses for existing sites.

This stance is another difference from the current Conservative government, which has given the green light to a new round of exploration licenses oil and gas.

Rishi Sunak has argued that it is pointless to try to achieve climate change goals by stopping oil and gas drilling immediately, because that would require the import of resources needed during the transition to cleaner energy from afar, which has an impact on the environment.

Strengthen the ban on fox hunting

A line in the Labor document reads: “Close loopholes in the fox hunting ban, ban trophy hunting (including imports from abroad) and ensure that animals are treated with respect.”

The political position was touted by the Labor Party last Boxing Day, the traditional hunting day in the UK.

At the time, the party promised to close Tony's “loophole” in the law to combat fox hunting. Blair's Labor government in 2004.

Labor deliberately banned “trail hunting”, which typically involves allowing dogs to follow a trail left by a rag.

Labor figures say the practice is being used as a “smoke screen” to circumvent the law.
Mr Blair said after leaving office that he regrets the fox-hunting ban.

Easy for workers on strike < img src="/wp-content/uploads/2023/05/fda7625aa6d76c4af5d4c99b073fc2f7.jpg" /> Labor wants to repeal the 2016 Trade Union Act to make it easier for workers to strike. Photo: Typhoon Salchi/Zuma Press/PA Images

The paper contains a number of policy proposals drawn up with unions that show that Labor wants to make it easier for workers' union action to go on strike.

The party wants to repeal the 2016 Trade Union Act, which introduced higher thresholds for how many members unions must vote for the strike to be legal.

Half of all union members had to vote on the ballot for the strike to be legal.

In addition, in important areas such as health care and school education, 40 percent of all members openly vote in favor of the strike.

The policy paper also talks about abandoning the Tories' push to legally require striking unions in critical areas of the nation's infrastructure to provide a minimum level of service during the strike.

Another line reads: “strengthen and renew workers' rights” and also “enable workers to organize collectively through trade unions.”

Taken together, this suggests that Sir Keir's government will strengthen the powers of trade unions and remove rules that limit their ability to strike.

Such an approach is sure to split voters, given that the UK has experienced repeated waves of strikes in the past year, including from nurses, railway workers, postmen and government employees.

The Labor Party will “support a full investigation into the events at Orgreve,” the document says.

The so-called “Battle of Orgreave” was a violent clash between picketing miners and South Yorkshire police officers on 18 June 1984.< /p>

The clash, in which more than 100 people were injured, was one of the most infamous strike clashes during the Margaret Thatcher administration.

Labour also proposes “the release of documents held by the government relating to the historic prosecution Cammell Laird, and check the jailing of striking workers.”

This refers to a case in 1984 when workers at Cammell Laird in Birkenhead were sentenced to a month in prison for contempt of court after going on strike.

Tax increases for non-public and private schools

A number of high-profile pledges by Sir Keir's party to raise taxes on certain groups of wealthy people and institutions are included in the policy paper. line. This means that rich people living abroad are deprived of tax benefits.

Labor also wants to “fix tax loopholes”. used by private schools. The specific details – just the loss of their philanthropic status or the rejection of wider tax breaks – remain unclear.

Private reference firm executives will also lose tax breaks, and Labor promises to close a loophole that allows them to minimize taxes. they pay their “withholding interest” on their firm's profits.

Stamp duty will also be levied on foreign individuals, trusts and companies when they buy residential property in the UK.

But the paper did not have broader policies on the rates of major UK taxes such as income tax, national insurance and VAT.

There has been much speculation that Labor is considering a form of wealth tax. There is no mention of such a move in the policy paper.

However, like all political filing, the new proposals are expected to be made public before voting day, which Tory sources have indicated will be in the fall of 2024. according to current planning.
