There were no other reports of fire damage in the building during the afternoon, described by the Australian media as an unoccupied heritage-listed former hat factory.
"The public is urged to avoid the area as firefighting work continues" This was previously reported by the fire service, when the sound of sirens of emergency vehicles rang through the streets of the city.
One of the passengers, Corrine Ellis, told national broadcaster ABC that he was about to board the tram when he noticed the fire.
"All you could feel standing here was the heat on your face from the flame" Ellis told ABC. "And when they started to take us away, a car caught fire right in front of the building. The façade of the building collapsed and flames burst from the top of the building."
