Maximum parking fine could be reduced to £50

Dehenna Davison, Minister for Upgrading, says the Private Parking Code of Practice aims to create a system that is fairer to motorists. : Christopher Pledger for The Telegraph

All private parking operators will be required to follow a code, and the DLUHC said it will make it easier for drivers to challenge unfair allegations through a new independent appeals service.

Dehenna Davison, Level Up Minister, said: “We all know how tiring parking can be, from endless driving to difficult signs and impossible conditions.

“It's unnecessarily confusing and that's why we are promoting the Code of Practice for Private Parking to create a fairer system.”

Five proposals in the draft impact assessment.

A request for evidence has been announced alongside a project impact assessment which is looking at five proposals and how they will impact the sector.

The first will involve maintaining the £100 fee cap with a 40 per cent discount if paid within 14 days with a fixed collection fee limit. for £70.

Under the second option, the charges would be set at two levels depending on the severity of the offences: £50/70 for England and Wales outside London, £80/130 in London and £80/100 for Scotland, with 50 per cent discount if paid within 14 days.

At the same time, debt collection fees will be reduced to 30 percent of the fee level.

The third option is similar to the second: but with a complete ban on fees for debt collection.

According to the fourth option, charges would be set at two levels depending on the seriousness of the offense at £70/100, while the discount for payment within 14 days would remain at £40. percent. Debt collection fees will be reduced to 30 percent of the fee level.

The final version will be the same, but with a ban on debt collection fees.

The government has published similar plans to curb fraudulent parking firms last year, but a lawsuit by the operators forced the ministers to withdraw them pending further consultations.

After evidence gathering is completed on September 17, further formal consultations on options are planned.
