SARATOV, January 13A court in Saratov took into custody the former chairman of the committee for the implementation of investment projects in the construction of the region and placed the director of a state government institution under house arrest on charges of exceeding his powers when concluding government contracts causing damage to the state in the amount of about 80 million rubles, the regional department of the RF IC reported in Telegram channel.
Earlier, the prosecutor's office reported that, based on the materials of the prosecutor's audit, investigators opened a criminal case for abuse of power when concluding government contracts. According to the department, in 2021-2022, the chairman of the committee for the implementation of investment projects in the construction of the region gave the director of the state government institution of the region “Capital Construction Administration” an instruction to conclude 20 government contracts without competitive procedures, which led to limited competition and inefficient spending of budget funds . The regional investigation department established that the actions of both defendants caused damage to the budget of about 80 million rubles, and both were detained.
“At the request of the investigator, the court chose a preventive measure in the form of detention for the former chairman of the committee for the implementation of investment projects in the construction of the Saratov region, and a preventive measure in the form of house arrest was chosen for the director of a state government institution,” the message says.
The defendants are accused under points “d”, “e” of Part 3 of Article 286 of the Criminal Code of the Russian Federation “Excess of official powers committed by a group of persons by prior conspiracy out of other personal interest.” The sanctions of this article provide for punishment of up to 10 years in prison.
Since December 11, 2020, the chairman of the committee for the implementation of investment projects in the construction of the region was Roman Karyakin, who, according to the regional government, left his post on January 13, 2023 “on his own initiative.” Since February 2021, Vladimir Shevtsov has been the director of the state government institution of the region “Capital Construction Management” since February 2021.
Speaker of the State Duma, a native of the Saratov region, Vyacheslav Volodin, on January 10, during a trip to Saratov, criticized the director of the region’s state government agency “Capital Construction Administration” (UCS) for approving the construction of an apartment building near an overcrowded school and suggested that the governor send “this head of the UCS to front”.
