MOSCOW, January 23 Roskomnadzor drew up more than 80 administrative protocols for demonstrating or promoting non-traditional sexual relationships on television channels and audiovisual services, for which the courts imposed fines totaling approximately 50 million rubles, the department’s press service reported.
In November 2023, the Supreme Court, at the request of the Russian Ministry of Justice, recognized the “international public movement of LGBT*” as an extremist organization and banned its activities in Russia. The law, which established a ban on LGBT propaganda among Russian citizens — both adults and minors, came into force in December 2022.
«During the law’s validity, Roskomnadzor drew up 52 administrative protocols for demonstrating non-traditional sexual relations among minors and two protocols for promoting non-traditional sexual relations in relation to audiovisual services. To date, courts, based on Roskomnadzor protocols, have imposed fines on violators, the total amount of which exceeded 30.5 million rubles,” the press service noted.
According to the department, Roskomnadzor drew up 34 administrative protocols against TV channels for demonstrating non-traditional sexual relations among minors, and six more protocols for promoting non-traditional sexual relations on TV channels. The total amount of fines for such violations amounted to about 20 million rubles.
According to Russian legislation, owners of audiovisual services and television channels are obliged to independently identify and exclude from their resources and from the air all materials with LGBT* propaganda, as well as ensure the distribution of audiovisual works demonstrating LGBT* with the “18+” sign, added by the department.
