In 2024, we will face further changes in the field of labor protection. We propose, together with Sercons specialists, to conduct a short review of them.
So, according to the draft federal law “On Amendments to the Labor Code of the Russian Federation”, starting from January 1, 2024, a Unified State Labor Code will be introduced information system (USIS) for recording accidents at work. The State Labor Inspectorate will be responsible for entering information. At the moment, the project is under consideration.
In addition, some more regulatory legal acts are being prepared for release in 2024:
- Order of the Ministry of Labor of Russia “On approval of the methodology for conducting a special assessment of working conditions, a classifier of harmful and (or) hazardous production factors, report forms on conducting a special assessment of working conditions and instructions for completing it.” This regulatory legal act assumes a new methodology for conducting a special assessment of working conditions (SOUT), changes in the report form and the classifier of harmful and (or) hazardous production factors;
- new procedure for conducting preliminary and periodic medical examinations. Instead of Order of the Ministry of Health 29n dated January 21, 2021, the possibility of switching to electronic document management is proposed, as well as permission to refer employees for a psychiatric examination according to the testimony of the doctor conducting the preliminary medical examination. Employers will have to update orders and local regulations governing medical examinations.
- Decree of the Government of the Russian Federation “On approval of the regulations on federal state control (supervision) over compliance with labor legislation and other regulatory legal acts containing labor law norms.” Instead of Decree of the Government of the Russian Federation No. 1230 of July 23, 2021, it is proposed to introduce self-control on the part of employers. The results of such self-monitoring may affect the frequency of scheduled inspections.
As Sercons experts note, today it is very difficult for an employer to track every change in legislation. To solve this problem once and for all and help enterprises avoid administrative fines, Sercons has developed a special digital platform — a software package called “Digital Solutions”.

It also ensures compliance with the requirements of current legislation, for example, such as: development of standards for the issuance of personal protective equipment (PPE) in accordance with the new Unified Standard Standards for the issuance of PPE and SS, organization of SOUT, medical examinations, psychiatric examinations, recording and analysis of microtraumas and accidents , training processes (OT, first aid, application (use) of PPE), while minimizing the need to involve specialists.
