DOM.RF will allocate more than 5 billion rubles using the infrastructure bond mechanism. to modernize transport infrastructure and update the trolleybus fleet in the capital of the Chelyabinsk region. The concessionaire company implementing the Chelyabinsk Trolleybus project has already received the first tranche under the signed loan agreement in the amount of 2.8 billion rubles.
The signing of the agreement is an important stage in the implementation of the project, approved by the government commission on regional development in the Russian Federation in September 2023. We are talking about the purchase of 168 trolleybuses, the reconstruction of trolleybus depots No. 1 and No. 2, the renovation of traction substations and the laying of new contact lines. The modernization will also affect the AMZ village, microdistrict No. 17, Pervaya Pyatiletka and Artilleriyskaya streets — locations with the most active housing construction in the Chelyabinsk region.
“The project, which is being implemented thanks to the DOM.RF infrastructure bond mechanism, will completely transform Chelyabinsk — it will affect almost the entire composition of the city trolleybus fleet, 40% of the contact network. The message will cover even remote areas of the city, the waiting time for transport will be reduced to ten minutes, travel will become more comfortable and accessible for people with limited mobility. The economic effect is also extremely important — this is one of the largest public-private partnership projects in the region, which, in addition to creating new jobs, will ensure the construction of 1.1 million square meters. m of housing,” said Alexander Aksakov, director of the Infrastructure Bonds division of DOM.RF.
The first funds allocated by DOM.RF were used to modernize the contact network and traction substations, reconstruct the depot, and also advance the purchase of trolleybuses. These will be new generation vehicles, the assembly of which will be organized at the production site on the basis of the new Chelyabinsk Urban Electric Transport Plant. In total, under the project, 168 new trolleybuses will be sent to the capital of the Southern Urals, and the total cost of modernization will be 13.7 billion rubles.
“The Chelyabinsk region has concluded the first trolleybus concession in Russia, within the framework of which a comprehensive modernization of the entire trolleybus system in Chelyabinsk is being carried out, including updating the rolling stock, with the involvement of private capital. The region allocated 4.2 billion rubles for these purposes in 2022, the rest of the funds are invested by the concessionaire, which is more than 10 billion rubles. Thanks to federal support for the project and the use of the “Infrastructure Menu” tools, the concessionaire attracted a preferential loan for the implementation of the project. Preferential debt financing is provided by DOM.RF through the mechanism of infrastructure bonds. This important and timely decision will allow the trolleybus infrastructure renewal project to be fully implemented. It is important for us that the launch of new trolleybuses in Chelyabinsk is carried out according to plan, so that we can provide our residents with comfortable and safe public electric transport for travel. And we see the result, this is also happening thanks to the support of the federation,” emphasized the Minister of Roads and Transport of the Chelyabinsk Region Alexey Nechaev.
Currently, within the framework of the Chelyabinsk Trolleybus project, more than 140 km of contact wire have been installed, and more than 500 new contact network supports have been installed. Infrastructure renewal has already been completed on main routes No. 12 and No. 19, and the modernization of sections of the overhead contact network on other routes continues. Construction has begun on the site of depot No. 1 — it is being built from scratch and will serve 40 units of rolling stock. At the site of the reconstructed depot No. 2, designed for 128 cars, the necessary dismantling work has been carried out, the installation of foundations has been completed, and today the main production building is being updated.
Since September 1, 2023, ten trolleybuses have been put on the main line route No. 19. At the end of the six months, passenger traffic amounted to about 1.2 million people, which is 40% more than in the same period of the previous year, when old rolling stock was operating on the line. On March 1, 2024, a batch of 18 new trolleybuses began transporting passengers on route No. 12, and route No. 19 was extended to remote locations where trolleybuses had not previously operated in principle, due to the autonomous operation of the vehicle. The project is planned to be fully completed by the end of this year.
