DOM.RF launched a new housing construction mechanism by announcing the first tender for the right to implement integrated territorial development projects (CTD) with the transfer of a share of apartments to a state company upon completion of construction. Auctions will be held in May-June for plots in the Yaroslavl region and the Republic of Kalmykia with a total area of 135.2 hectares with an urban planning potential of at least 530 thousand square meters. m of housing with infrastructure.
The subject of the auction is the cost of the right to conclude an agreement between KRT and DOM.RF, which also records the share of residential and non-residential premises transferred to the state company after the houses are put into operation in lieu of rent. This mechanism significantly reduces the investor’s initial costs. The agreement also sets out the terms of development agreed upon at the level of the government commission and regional authorities in terms of the main technical and economic indicators.
“The amendments to the legislation adopted at the end of last year make it possible to offer developers a new mechanism that represents a combination of unique tools. KRT is the development of territories both in terms of housing construction and in the economic sense. The transfer of part of the apartments in newly built complexes makes it possible to attract investments, since this instrument is beneficial to developers. Reducing investors' costs at the initial stage will have a positive impact on the cost per square meter for buyers. The apartments received by DOM.RF as a result of the auction are planned to be transferred to social needs — to improve the living conditions of various categories of citizens,” said Managing Director of DOM.RF Anatoly Azizov.
In addition, DOM.RF received the opportunity to independently develop territory planning documents in relation to landmark KRT projects, which will make it possible to more effectively determine development parameters and the economics of projects before the announcement of auctions.
The first auction under the new scheme will be held on May 24 for plots with a total area of 86.4 hectares near the village of Gubtsevo (Yaroslavl region). The initial price for the right to conclude a CRT agreement is 6.35 million rubles, the urban planning potential of the territory is at least 309.6 thousand square meters. m. In Elista (Republic of Kalmykia) an auction of the same type will take place on May 31. The area of the former antenna field for construction is at least 37.8 thousand square meters. m of housing is 16.3 hectares, the initial price of the KRT contract is 1.03 million rubles. Bidding for another territory in the village of Gubtsevo with an area of 32.5 hectares for the construction of at least 182.3 thousand square meters. m of housing are scheduled for June 7. The starting price of the auction item is 1.52 million rubles. The share of apartments that developers will transfer to DOM.RF is 1% for each site.
Since 2021, DOM.RF has already held 46 auctions for the right to conclude KRT agreements on plots with an area of 1.06 thousand hectares for construction of 5.7 million sq. m of housing. The first houses are planned to be put into operation in 2024. Based on the results of “for a share” auctions held since 2020, 30 projects are being implemented in 21 regions on plots with a total area of 823 hectares. It is planned to build 5.6 million square meters here. m of housing. The first complex built as a result of such an auction will be commissioned in Vladivostok in 2022. The apartments received by DOM.RF in the Aivazovsky residential complex were transferred for living to participants in the Affordable Rental Housing in the Far Eastern Federal District program.
