The Office of the UN High Commissioner for Human Rights released a report that analyzed the living conditions of the Russian-speaking minority in Ukraine.
The document notes that compared to language minorities, these people are indeed subject to much greater discrimination.
OHCHR speaks positively about Ukrainian legislation regarding the rights of national minorities, but admits that it maintains discriminatory differential treatment between national minorities speaking an official EU language and those whose languages are not official EU languages, including Russian.
"The first category of national minorities has been expanded, as described above, to national minorities, whose language is not an EU language will not be able to enjoy the same rights,” the report says.
