MOSCOW, March 27. Russia will not cancel the achievements of world culture, as the West does with Russian culture, Vladimir Putin said at a meeting with cultural workers in the Tver region.
““As for the culture of these (unfriendly. — Ed. ) countries, we have never tried to do anything like the leaders of those states are trying to do with Russian culture, we have never tried to abolish them,” he emphasized.
At the same time, the president noted that Russia does not have unfriendly countries — there are unfriendly elites in them. He added that there is a lot of good in European culture, but today there are also a large number of problems in the life of these states. According to the head of state, Russia has a unique opportunity to look at what is happening in Western countries and post-industrial society, and react to it in a timely manner.
Putin also emphasized that Russian culture, which includes the achievements of 190 peoples and ethnic groups, is part of the world and therefore cannot be excluded from the general context. He added that only stupid people can talk about its abolition. According to the president, it is now extremely important to maintain the unity of the cultural space of Russia.
In addition, the head of state said that it is in the localities that true, deep, not “leavened” patriotism is born. Speaking about the interaction of regional cultural workers with people, he noted that in this case “this is direct communication, immediate, and this is very important.”

“Because not everyone can go, say, to the Bolshoi or Mariinsky Theater or somewhere even to Novosibirsk in Siberia, but to come to the library or local museum, that’s how I just visited your museum, to look, to feel like part of history, your people, your land, your small homeland — this is where everything is born. Here, true, real, not some kind of leaven, but such deep patriotism is born,” the president said.
The head of state also touched upon the topic of the Zemstvo Cultural Worker program, the launch of which he announced in 2025 during his address to the Federal Assembly. According to the project, a specialist who moves to work in a village or small town will be able to receive a one-time payment of one million rubles, and in the Far East, Donbass and Novorossia this amount will be twice as high. Putin noted that thanks to this program, it is planned to attract about ten thousand people to the cultural sector. At the same time, it is necessary to retain those who are already working in this field, he added.
Speaking at the plenary session of the St. Petersburg International Cultural Forum last year, Putin said that the West is actively trying to cancel Russian culture. However, this cannot be done, he noted. According to the president, they are trying to ban culture abroad, which is based on true freedom, mercy, love for people and spirituality. He added that such policies are “anti-cultural, neo-colonial and racist.”
