KRASNOYARSK, April 1The defense of the chairman of the board of directors of Krasnoyarsk TISIZ JSC, ex-deputy head of Rosprirodnadzor Oleg Mitvol, sentenced to 4.5 years for theft during the construction of the metro in Krasnoyarsk, filed a petition with the court to change the type of his sentence from imprisonment to forced labor, the businessman’s lawyer said Mikhail Sholokhov.
“A petition was filed with the Zheleznodorozhny District Court to change the type of punishment to forced labor,” said the agency’s interlocutor.
According to him, the petition can be considered within a month. The defense also plans to file a cassation appeal against the decision of the regional court, which upheld Mitvol’s sentence.
On September 14, 2023, the Zheleznodorozhny District Court of Krasnoyarsk sentenced Mitvol to 4.5 years in a general regime colony and recovered 741 million rubles in favor of Roszheldor; more than 200 million were recovered in favor of the regional transport department. The case was reviewed within a day — Mitvol fully admitted his guilt and entered into a pre-trial cooperation agreement. Mitvol's defense appealed the verdict; on March 26, the Krasnoyarsk Regional Court upheld it.
The investigation believes that on the Krasnoyarsk metro project, the construction of which has been underway with varying success since 1995, participants in the scheme stole 900 million rubles.
Previously, the former Minister of Transport of the Krasnoyarsk Territory, Konstantin Dimitrov, was sentenced to three years and two months in prison in the case of abuse of power during the construction of the metro. At the end of September 2023, the court in Krasnoyarsk began to consider the case against the former chairman of the regional government Yuri Lapshin and the ex-head of the transport department Konstantin Mandrov.
