The next batch of changes will be related to regulations that apply to users of electric scooters and other «personal mobility devices».
< p> Amendments to the Rules of the Road related to the use of electric scooters, unicycles and other SIMs have been developed for more than three years. The Ministry of Transport and the traffic police participated in the preparation. The changes came into force at the beginning of last month: the list of innovations includes road signs prohibiting movement on “alternative transport”, setting a speed threshold of 25 km/h (including on the sidewalk, on which you can move in some cases).< /p>
The rules, which came into force on March 1, will be reviewed in the near future, Kommersant reports. The Ministry of Transport of the Russian Federation sent a corresponding response to the head of the commission for transport and the development of transport infrastructure of the Legislative Assembly of St. Petersburg, Alexei Tsivilev: we recall that he had previously proposed to suspend the entry into force of the updated version of the traffic rules, and also advocated a new discussion of amendments related to electric scooters. In his opinion, «speedy traffic on the sidewalks» can be dangerous both for users of such vehicles and for pedestrians.
The Ministry of Transport explained that the new traffic rules are likely to be adjusted «with taking into account the results of law enforcement practice”. The department also added that “due to the short period of application of the new practice, it is not enough at the moment.” Officials want to wait until the end of the season, that is, they will start studying the results in the fall. It is known that this decision was agreed with the traffic police.

At the moment, there are no open statistics on accidents with SIM users for March-April. However, reports of accidents involving cars and electric scooters, as well as collisions with pedestrians on the sidewalks, appear in the media. Although at the moment it cannot be said that various incidents involving SIM users occurred precisely because of the recent amendments to the traffic rules.
According to the head of the Research Center for Road Safety of the Ministry of Internal Affairs, Dmitry Mitroshin, the increase in accidents in the new category can be explained by the spread of electric scooters. In his opinion, sharing services should “be more active in promoting safe driving”, and regions need to “develop the infrastructure for riding” so that SIM users drive less on the sidewalks. Previously, the Ministry of Transport sent out relevant recommendations, however, according to Alexei Tsivilev, most cities do not have the funds for this. new traffic rules, it is likely that the next changes will come into force on March 1, 2024.
