At the first stage, only traffic violators will be checked for the absence of valid insurance policies.
The authorities have been wanting to identify car owners without compulsory motor insurance automatically for several years now, but the system still has not been launched. Now the Russian Union of Auto Insurers reports that the corresponding service is completely ready for work. As Autonews.ru reports with reference to the head of RSA Evgeny Ufimtsev, a system for checking whether drivers have mandatory insurance policies will be launched in the first quarter of 2024.
It is known that at the first stage of the service, traffic cameras will check the presence of compulsory motor liability insurance only for traffic violations. It is important to note that this violation must be committed while in motion, because insurance is not required if the vehicle is not in use. So, if a car owner is “caught” violating parking rules/unpaid parking, he will not receive an additional “letter of happiness” about the absence of a “car citizen”.
The head of the RSA explained that driving without a valid insurance policy «motor vehicle» will be considered a continuing violation. This means that if traffic cameras record several traffic violations per day on the driver, there will be only one fine for lack of insurance per day.
Today, the fine for violating drivers without a valid MTPL policy is 800 rubles, but legislators periodically raise the issue of the need to increase the fine. Several initiatives were previously discussed, according to which the amount of penalties for this violation should have increased to 5 thousand rubles. However, so far they have not progressed beyond proposals.
Apparently, at the second stage of the service, all owners of cars driving under traffic cameras will be checked for the presence of compulsory motor liability insurance. However, when exactly this next stage will begin, the Russian Union of Auto Insurers has not yet disclosed.
Let us recall, according to calculations insurers, today there are about six million cars driving on Russian roads without a valid MTPL policy. At the same time, the RSA and the Russian State Duma Committee on the Financial Market expect that their number may increase if the recent initiative is approved. We are talking about the possibility of registering cars without compulsory motor liability insurance; the head of the Russian State Duma Committee on Transport, Evgeny Moskvichev, came up with the corresponding idea.
By the way, this bill also assumes that citizens will have the right to deregister a car with Traffic police on the day of its sale in the event that the purchase and sale agreement was drawn up either through the government services portal or with a notary. So far, this initiative has been approved in the first reading, but significant amendments may be made to it at the second reading.
