The changes are related to the recently enacted regulations that apply to users of electric scooters and other «personal mobility devices».
In order to obtain a driver's license in the Russian Federation, candidates must successfully pass the theoretical and practical exams after graduating from a driving school. In the past decade, the theoretical part was complicated: now, those wishing to issue a certificate in case of one mistake, need to answer correctly five more additional questions from the same thematic block, in case of a second mistake on another topic, five more questions (if there are more wrong answers, the exam does not count) ).
The questions themselves are also periodically reviewed, including in them new rules affecting drivers that have been adopted recently. Now the list of tickets for the theoretical exam has been supplemented with questions that relate to users of electric scooters and other SIMs (that is, “personal mobility aids”).
Recall that the legislators have been developing changes in the traffic rules related to the use of electric scooters, unicycles and other SIM for more than three years, the Ministry of Transport and the traffic police participated in the process. The final version of the amendments entered into force on March 1, 2023. Thus, the Rules of the Road supplemented new road signs, including those prohibiting movement on the SIM, and a speed limit of 25 km/h was also determined (valid on the sidewalk, on which you can move in some cases).
Now, candidates passing a theoretical exam in the traffic police (and for any category of rights) in tickets will come across questions, including those related to SIM users, TASS reports with reference to the press service of the Ministry of Internal Affairs of the Russian Federation. Now the current list of questions is published on the official website of the department.
Also, the new version of tickets for the theoretical stage included questions about the time of validity of signs 3.29 and 3.30 «Parking is prohibited on even/odd days of the month.» In addition, the changes relate to the actions of drivers when the new light section is in the form of a silhouette of a pedestrian, an arrow with a flashing moon-white signal under the traffic light, and also the area of the sign 3.27 «Stopping is prohibited» if it is used in conjunction with the yellow horizontal road marking line 1.4 .
