Mozammel Hossain told party activists in the first election Tory mayor that he is «not a Brexiteer».
Mr Hossain is one of three contenders on the final list of Conservative candidates to take on Sadiq Khan in next May's elections, along with Susan Hall, a member of the London Assembly. and Daniel Korsky, former adviser to David Cameron.
A criminal defense lawyer who grew up in Bangladesh and didn't own a single pair of shoes until the age of 16, Hossain is considered the wild card in the race, securing himself a place on the shortlist without any -any prior publicity.
He only joined Twitter and launched a campaign site a couple of days ago.
Appearing at the first rallies in Westminster on Friday evening, Mr Hossain said he supported Britain's EU membership.
«Deregulation»
When asked what he would do to support businesses in the capital, he told party members: «As for the City, talk to them, they will tell you that many very large enterprises are not listed on the London Stock Exchange. The stock exchange no longer exists due to a liquidity problem, lack of liquidity.
“How do you decide? You must work with the government.
“Listen, I'm a passionate outlier, okay. I am not a Brexiteer. But we can't discuss it any more.
“There are opportunities that we can create. How can we do it? Deregulate. Not crazy, but the smart way, that's what you can do, that's what you can do to attract big business.»
He said big business basically wants to be «left alone» and will focus on the city's three main areas of power — «police, housing and transportation» — to make the capital a good place to live and work.
“If you fix those three things, everything else will fall into place,” he said.
In the 2016 referendum, London voted 60% to 40% to stay in the EU, although Tory members in the capital are believed to be more inclined to quit than that.
Mr Korski has also supported Remain by helping run the Stronger In campaign. However, he said he was «not a Remoaner».
In an interview with TalkTV last month, he said: “I said at the time that we should have stayed in the EU, that is of course what I believed then, I believe now, but I don’t think we should question democratic will, we must move forward and build the future we can outside the EU. I don't want another referendum.”

Miss Hall voted to leave. In an interview with The Telegraph, she said that she would never hide this fact, despite the fact that London supported Remain.
“If you are a politician, stand up for what you believe in,” she said. «I will never deny what I think or say.»
