New heating systems in new houses will have to comply with this rule from next year, and owners of existing houses until 2028 at the latest. Gas boilers will still be allowed if they can be converted to hydrogen.
The German government has also agreed to increase subsidies for homeowners and increase funding for boiler replacements from around 40 percent of the cost to a maximum of 70 percent.
The law exposed a further rift in the often divided coalition led by Chancellor Olaf Scholz of the SPD after it met opposition from the liberal Free Democrats, the third partner in government.
Germany's best-selling newspaper Bild campaigned against banning boilers, calling them “heating hammers.” The far-right Alternative for Germany, which currently ranks second in opinion polls, also criticized the plans.
The law was further delayed after Germany's highest court ordered the government to give MPs more time to evaluate plans.
Mr Habeck's watered-down ban has been called a «toothless tiger» by environmental groups, with his own ministry admitting it would mean the construction sector will miss its emissions targets by 2030.
The British government is discussing a proposal to ban the installation of new oil boilers from 2026.
