On December 11, the first competitions for the sale of cultural heritage objects (OCN) in unsatisfactory condition were held at the ETP RAD lot-online in accordance with the new procedure approved by amendments to the Russian Government Decree of August 27, 2012 No. 860 “On the organization and conduct of the sale of state or municipal property in electronic form.”
Two monuments built in the mid-19th century in Ufa were put up for sale — the main house of the Dushin Old Believers’ estate on Kommunisticheskaya Street and the house Novikov on Karl Marx Street. The starting price of each estate was 1 ruble. (the price is regulated by Article 29 (part 5, paragraph 3) of the federal law of December 21, 2001 No. 178-FZ “On the privatization of state and municipal property”).
Six participants competed for the Novikov house. During the competition, 92 promotion steps were made. As a result, the winner took the lot for 10.49 million rubles.
The competition for the main house of the Dushin Old Believers' estate on Kommunisticheskaya gathered 11 participants. 113 steps were taken to increase the price, and in the end the lot went to the winner for 21.2 million rubles.
The winners were local individual entrepreneurs. The new owners must, by the end of the second quarter of 2025, carry out a range of works to preserve monuments, including emergency work, restore and adapt the buildings for modern use.
“We are pleased with the results. Let me remind you that changes in the government decree concerned the procedure for holding competitions for the sale of cultural heritage objects recognized as unsafe or in unsatisfactory condition.
Previously, competition participants submitted their proposals for the price of the object once and the choice was made in favor of the participant who offered the highest price. That is, there was no possibility of direct competition for the object during the bidding. Now the competition procedure is carried out by analogy with the auction procedure, when participants compete with each other, increasing the price of the object. The number of offers at a price is not limited.
The result was not long in coming — such conditions ensured healthy competition, and, accordingly, a significant increase in asset prices,” comments Alexandra Egorova, head of the Ural RAD branch.
