VORONEZH, February 22Chairman of the Investigative Committee Alexander Bastrykin ordered to re-initiate a criminal case against the former Minister of Health of the Tambov Region Alexey Ovchinnikov, the department reported.

Polshakov. re-initiate a criminal case, establish through investigative means all the circumstances of what happened, and put the progress of execution of the order under control in the central office of the department,” says the Telegram channel of the RF IC.
Previously, the regional department of the Investigative Committee of Russia opened a case under Article 319 of the Criminal Code of the Russian Federation (insulting a government official) against acting. O. Minister of Health of the Tambov Region Ovchinnikov, who defiantly communicated with traffic police officers who stopped his car on the Caspian highway on February 10. Investigators found that the official “in the presence of civilians, repeatedly expressed himself against government officials with words of gross obscene language.”
Subsequently, Ovchinnikov stated that he decided to resign at his own request due to his inappropriate behavior. He apologized to the police for “raising his voice” and speaking in an “inappropriate tone.” At the same time, Ovchinnikov assured that he did not break any laws and was not involved in poaching — allegedly, traces of a roe deer carcass were found in the car accompanying him.
However, the day before, the prosecutor's office announced that it had recognized the decision to initiate a criminal case against the ex-minister as illegal and canceled it. The department stated that, according to a linguistic examination, “Ovchinnikov did use obscene language in his speech, but it was not directed at the police officer.”
