Milk is the first product with which we begin our lives. And then we use it almost every day. However, low-quality products can be harmful to health. The Technical Regulations of the Customs Union (TR CU) for dairy products provide parameters that cannot be exceeded. All these standards are written down in the requirements of the CU TR “On the Safety of Milk and Dairy Products,” which has been in effect since May 2014. This is one of the first regulations adopted in the territory of the Customs Union. A lot of time has passed since then and current improvements were required.
On January 7 this year, the decision of the board of the Eurasian Economic Commission “On the list of dairy products subject to mandatory assessment of compliance with the requirements of the technical regulations of the Customs Union” came into force. This list has been prepared to make it possible to more accurately identify dairy products, both imported and produced by domestic manufacturers, when declaring them.
“This detailing will improve the identification procedure for certain types of dairy products for both manufacturers , and for specialists from supervisory authorities and testing laboratories,” says Sercons Eco food product certification expert Natalya Pchelintseva. “All together this will have a positive impact on the activities of market participants.”
What exactly is the innovation? Now all dairy products are identified using the EAEU HS code (commodity nomenclature for foreign economic activity of the EEC). The code helps to properly demonstrate compliance with the necessary requirements. The new document lists the products that are subject to declaration.
There is also a list of products that are not subject to the technical regulations of the Customs Union. For example, confectionery and culinary products that contain dairy ingredients. The same applies to catering products that are consumed at the place of manufacture.
The applicant registers the Declaration of Conformity independently through his personal account. To do this, he needs to obtain a test report for his products. A rare manufacturer has its own laboratory for testing, so dairy products are mostly declared on the basis of protocols from accredited testing laboratories.
According to the technical regulations, dairy products require confirmation of not only safety indicators, but also organoleptic and physico-chemical indicators. The accredited testing laboratory «Sercons Eco» can conduct a full range of studies for the declaration of any dairy products. The full protocol provides both testing for toxic elements, pesticides, antibiotics, radionuclides, as well as microbiological indicators, organoleptic and physicochemical properties.
