Driver candidates will now be allowed to make more mistakes during the practical test. It is expected that this will increase the number of those who passed their license the first time.
Three regulations have come into force today that regulate driver training and issuing licenses in Russia. We are talking about amendments to the law “On Road Safety”, a new version of government decree No. 1097 “On access to driving vehicles”, as well as changes to the administrative regulations of the Ministry of Internal Affairs (order No. 80). The amendments are one of the stages of driver training reform.
According to the new standards, from April 1, citizens who have studied at a driving school that does not have a special conclusion from the traffic police on checking the educational and material base will not be allowed to take the exam. Let us remind you that previously only an educational license of an institution was mandatory. Also on the list of innovations is a ban on surrendering and replacing licenses for those who have received a summons to the military registration and enlistment office. Another rule applies to those taking the category D test: they will need a minimum year of driving experience in a car or truck.
The list of changes includes those that directly relate to the procedure for passing the practical exam in the traffic police. For example, the limit of allowable penalty points was increased from five to seven; in addition, the points themselves are now awarded differently, so, previously, “failure” from the exam was guaranteed by not wearing a seat belt, as well as crossing the stop line, since five penalty points were awarded for them at once; now the “weight of an error” has been reduced to four points.< /p>
The traffic police also explained what it means to “unconfidently use the controls of the vehicle,” which is punishable by one penalty point. As it turned out, the inspector takes into account jerks at start and excessively sharp braking; this also includes starting to move on the handbrake and shifting gears for too long. In addition, “overtaking” or “getting ahead” are no longer mandatory for passing the exam; it is up to the inspector to decide whether to use them or not.
As Kommersant notes, it is expected that innovations regarding the practical parts of the exam will increase the proportion of those who pass the driving test the first time. Today their figure is only 11%.
Another change is more of a technical nature. So, now in the front passenger seat, where the duplicate pedals are located, there can be a representative of a driving school (previously only a traffic police examiner). Moreover, such a training machine must have a light or sound alarm that is triggered when the backup pedals are pressed: in this way, the examiner makes sure that the driving school staff does not help the candidates.
The amendments also affected retakes. If a candidate fails to pass the practical exam three times in a row, he can come again no earlier than six to nine months later, the period is set by the traffic police (previously it was limited to only one month). At the same time, the period for retaking between the first, second and third attempts is the same – seven days. According to department estimates, 16% of candidates fail the exam on the fourth (or more) attempts.
Now, drivers who simultaneously have categories B and CE (passenger cars and trucks with a trailer) automatically receive the right to drive a car with a trailer (category BE), while driving experience in category B must be at least one year.
As of today, new restrictions have come into force that apply to foreign drivers (except for citizens of the Republic of Belarus). They can use their foreign IDs for a year after receiving a residence permit, and after that they need to obtain a Russian license. In turn, citizens of the Russian Federation have the right to use foreign identity cards for a year from the date of their last entry into Russia. At the same time, until April 1, 2025, there is a grace period that allows you to change your license without exams. Then, in order to “rediscover” categories M, A and B, you will need to pass a theoretical exam; for C and D, you will need training and an internal exam at a driving school, as well as exams at the traffic police. At the same time, foreign truck or bus drivers from countries where Russian is the state language (Kazakhstan, Kyrgyzstan, South Ossetia, etc.) will only need to pass the theory test.
