Dominic Raab has left Rishi Sunak's office after the bullying investigation was completed.
Mr. Sunak received Senior Counsel Adam Tolly KC's report on the investigation on Thursday and has been reviewing the results ever since.
In a letter of resignation to the Prime Minister, the Deputy Prime Minister said:
Dear Prime Minister,
I am writing to resign from your government after receiving a report based on an investigation by Adam Tolly KC. I called for an investigation and pledged to resign if it revealed any bullying. I think it's important to keep your word.
It has been my honor to serve you as Deputy Prime Minister, Minister of Justice and Lord Chancellor. I am grateful for the opportunity to serve as a minister in various capacities and departments since 2015 and pay tribute to the many outstanding civil servants I have worked with.
Although I consider it my duty to accept the results of the inquiry, it has rejected all but two of the claims brought against me. I also believe that his two unfavorable conclusions are erroneous and set a dangerous precedent for the conduct of good government. First, ministers must be able to exercise direct oversight of senior officials over important negotiations on behalf of the British people, otherwise the democratic and constitutional principle of ministerial responsibility will be lost. This was especially true during my tenure as foreign secretary in the context of the Brexit negotiations over Gibraltar, when a senior diplomat violated a cabinet mandate.
Second, ministers must be able to provide direct critical feedback on briefings and presentations to senior officials in order to set the standards and advance the reforms the public expects of us. Of course, this should be done within reason. Tolly concluded that I had never, in four and a half years, ever cursed or yelled at anyone, let alone thrown anything or otherwise physically intimidated anyone, and did not seek intentionally belittling someone. I sincerely regret any unintended stress or hurt that any officials have experienced as a result of the pace, standards, and challenges that I have presented to the Justice Department. However, this is what the public expects from ministers working on its behalf.
By setting such a low threshold for aggression, this investigation has set a dangerous precedent. This will encourage false complaints against ministers and will have a deterrent effect on those who are making changes on behalf of your government — and ultimately the British people.

These included the systematic leaking of distorted and fabricated allegations to the media in violation of investigative rules and the Civil Service Code of Conduct, and the forcible removal by a high-ranking official of dedicated private secretaries from my Justice Department's private office in October last year. I hope they will be considered independently.
