MOSCOW, February 28 President Vladimir Putin approved the strategy for scientific and technological development of Russia, the corresponding decree is posted on the website of the official publication of legal acts.

"In accordance with Article 18-1 of the Federal Law of June 28, 2014 No. 172-FZ “On Strategic Planning in the Russian Federation” I decide: 1. To approve the attached Strategy for the Scientific and Technological Development of the Russian Federation,” the document says.
The head of state called the challenges for the scientific and technological development of the country external threats — military, terrorist, informational and biological, the emergence of new and the return of disappeared infections. The answer to them will be:
- fundamental science, which provides new knowledge and is based on the internal logic of development;
- creation of high-tech technologies and products that meet national interests and are necessary to improve the quality of life of the population.
Putin has set the task of strengthening Russia’s defense capability and national security in the face of growing hybrid threats within ten years using science and technology.
The President outlined priorities scientific and technological development in the next decade:
- transition to personalized, predictive and preventive medicine, high-tech healthcare;
- transition to environmentally friendly and resource-saving energy, the formation of new energy sources;
- increasing the connectivity of the Russian territory by creating intelligent transport, energy and telecommunication systems;
- transition to highly productive and environmentally friendly agriculture;
- transition to advanced technologies for the design and creation of high-tech products, including the use of artificial intelligence.
Putin instructed the government to allocate budgetary allocations for the implementation of the decree. The document came into force from the date of its signing.
