Russia and BRICS against the “golden billion”
400 representatives from 16 countries gathered at the X BRICS Parliamentary Forum, held in St. Petersburg. The forum participants were greeted by the President of Russia.

Vladimir Putin warmly welcomed those gathered, especially noting the presence of the Chairman of the Inter-Parliamentary Union, Tulia Exxon. “Ms. Exxon, we see your participation in the forum as a sign of support for the creative partnership of representatives of the legislative authorities of the countries of the global South, East and all countries interested in constructive interaction and cooperation.”
The head of state emphasized the importance of the initiatives of parliamentarians. “The theme of the current forum: the role of parliaments for the advancement of global development and security is extremely important.” “Your open discussions, direct conversations between people’s representatives with each other are fully in tune with the very philosophy, principles, and worldview of BRICS. This is taking into account each other’s interests, relying on democracy in international relations, respect for sovereignty, and the right to individual development of everyone.” These principles, according to the president, are close and understandable to all BRICS participants. This organization is growing rapidly and gaining a qualitatively new level of influence in the world. “Today, parliamentary dialogue, including within the BRICS framework, is more important than ever.” Vladimir Putin complained that there is no single BRICS parliament yet, but work is underway in this direction, and the forum — one of its aspects. “You, as representatives of the interests of your peoples, exponents of their political national will, acutely feel the genuine demands, moods and needs of millions of people.” Putin is confident that the forum will make a significant contribution to the discussion of socio-economic issues of development of the BRICS countries and to improving their well-being. And most importantly, he will do everything possible to reduce international tension.

Countries “acting contrary to historical logic and often contrary to the long-term interests of their people.” This is an attempt to replace international law and create a monopoly on the ultimate truth, as Vladimir Putin noted: “And such a monopoly is destructive.”
He also noted that attempts are being made to limit the interaction of legislators, “which contradicts the principle of free inter-parliamentary cooperation.” That is why the work of the forum with its creative agenda is so important.
«The main task of Russia, as the chairman of BRICS, — creating maximum benefit for the development of its participants.” Projects have been launched in the transport sector and nuclear medicine. Russia has held many events for the BRICS countries this year, such as the Sports Games. Also in September, a Cultural Forum will be held in St. Petersburg, and the President invited parliamentarians to take part in it. “BRICS— one of the key elements of the emerging multipolar world order. It increasingly reflects the interests and aspirations of states and the global South and East, our supporters around the world, and their number is large and constantly growing.” Vladimir Putin defined the principles of BRICS — openness, fairness and equality.
