According to analysts from the federal developer DOGMA, 32,758 apartments in the primary market of the Moscow Region meet the limits of the new IT mortgage, which is 78% of the supply.
In August, a new mortgage program for IT specialists, extended until 2030, will come into effect. According to its rules, the maximum loan amount on preferential terms for all regions of the country is up to 9 million rubles, and the maximum rate will be up to 6% per annum, and it can be further reduced through banking and regional programs.
DOGMA analysts calculated the share of apartments in new buildings in the Moscow Region with a full price of up to 11.25 million rubles (9 million rubles limit + 20% down payment). The offer includes 15,550 one-room, 8,437 two-room and 1,768 three-room apartments.
To receive a preferential mortgage in the Moscow Region, an IT specialist must have a salary before deducting personal income tax of at least 150 thousand rubles. The key goal of the updated program is to develop qualified IT specialists in the regions, so the preferential mortgage will not apply to Moscow and St. Petersburg. According to the Russian government, taking into account the extension of the program until 2030, at least 82 thousand regional specialists will be able to purchase housing at a preferential rate.
“The limits on IT mortgages were exhausted, and the real estate market was waiting for a decision on extension. Previously, in the Moscow Region, the demand for mortgages for IT specialists was relatively low — up to 14%. They mainly concentrated on purchasing housing in Moscow. In this case, the exclusion of capitals from the program will give an additional boost to demand for housing in the near Moscow region,” comments DOGMA Commercial Director Lyudmila Zaychenko.
