But he said that there is a risk that new technology from foreign adversaries could be the cause of some sightings.
He said: “They are less risk averse to technological progress than we are. They just want to try something and see if it works.
“Are there any capabilities that could be used against us both in ISR [intelligence, surveillance and reconnaissance] and in the form of weapons? Absolutely.
