The Lipetsk rental housing market lacks a quality supply in the volume required for the city. The situation could be improved by bringing additional rental stock to the market. DOM.RF specialists came to these conclusions based on the studied parameters of demand and supply of rental apartments in the city.
Over the past year, according to DOM.RF, supply in Lipetsk has decreased by almost 84%. At the same time, rental rates increased by 17% and amounted to an average of 26.3 thousand rubles per month. The most expensive apartments are rented in the Oktyabrsky and Sovetsky districts, where the average rate is 30.5 thousand rubles per month for an apartment of 50 square meters. m. The bulk of supply (75%) falls on one- and two-room apartments.
The number of views of one advertisement for housing in the regional center is 40% lower than in cities of Russia comparable in population (100–500 thousand people) and amounts to 282. At the same time, the average exposure period for advertisements is 32 days, whereas in comparable In cities of our country it is equal to 54 days. Over the 12 months of 2023, this figure decreased three times.
“Market analytics show that tenants are quickest to “take away” apartments of small and medium typologies (studios, one- and two-room apartments), which creates a shortage of affordable rental housing on the market. Considering the strong reduction in supply volumes and the predominance of classic apartments, it can be stated that the city needs to create and release to the market a comfortable, high-quality and affordable rental product,” noted Veronika Yanushkevich, director for rental housing development at DOM.RF.
DOM.RF, which has been developing a civilized rental market since 2016, has already launched its “pilot” project in Lipetsk. Thanks to special conditions associated with the implementation of the rental project, with the assistance of the region, a plot of 1.03 hectares was transferred to the developer without bidding. The region also introduced a property tax benefit for rental house operators. By the end of 2025, the developer will transfer 139 apartments with a total area of 5.6 thousand square meters to the state company. m. The rental house will be built in the “green core” of Lipetsk, the development master plan for which is being developed by DOM.RF.
