The Federation Council believes that insurance should become cheaper for owners of cars manufactured in the Russian Federation.
According to today's standards, the list of mandatory documents for drivers in the Russian Federation includes a policy of compulsory motor third party liability insurance. At the same time, a fine of 800 rubles is provided for driving a vehicle without a valid OSAGO, and if the “guilty” manages to pay within 20 days from the appearance of the decision, then the penalty will be 400 rubles. In recent years, policies have become more expensive for many drivers: insurers are trying to “win back” the rise in prices for spare parts and car repair services.
Thus, last year the tariff corridor in OSAGO was expanded twice. At the moment, the minimum limit of the base rate in the “avtocitizen” is fixed at around 1646 rubles, and the maximum is 7535 rubles. Recall that insurers choose a value from the specified range separately for each client. It is it that is multiplied by all coefficients, including the region of residence, the history of accidents, the experience and age of the driver, etc.
It is worth noting that now the only parameter related to a car that is taken into account when calculating the cost of an OSAGO policy is engine power. That is, today neither the brand/model of the car, nor its “registration” (that is, the country of production), nor its age, nor mileage affect the price of a “car citizen”.
The proposal from the head of the Federation Council Committee on Economic Policy Andrei Kutepov looks all the more interesting: he believes that in the Russian Federation it is necessary to reduce the price of OSAGO for owners of Russian-made cars. According to TASS with reference to an official, for this, the degree of localization of components of such machines must exceed 600 points (this indicator is taken into account when concluding government contracts).
The initiator believes that this will allow “to create incentives for vehicle insurance” and, at the same time, “to create incentives to purchase Russian-made cars.” It is known that the corresponding document has already been sent to Deputy Prime Minister, head of the Russian government apparatus Dmitry Grigorenko. It is worth noting that, theoretically, insurance companies can take into account the country of manufacture of the vehicle when issuing OSAGO, for example, by reducing the base rate within the tariff corridor.
Andrey Kutepov noted that according to the statistics of the Ministry of Internal Affairs, 1.8 million violations were detected last year, which were due to the fact that the owners of the vehicle did not fulfill their obligations for motor third party liability insurance (that is, they did not buy the policy on time).
Recall that in mid-March In Russia, as before, the check for OSAGO with the help of traffic cameras did not work. At the same time, insurers and representatives of the Ministry of Internal Affairs have previously assured that the project is at the finish line, however, amendments to the Code of Administrative Offenses of the Russian Federation will be needed to launch the new service.
